Ok so in a way Hilary could be considered a Scene Stealer, in the same way that Vanessa is a Scene Stealer:
STEALING SCENES AWAY FROM PEOPLE WITH ACTING SKILLS AND CHARACTERS THAT PEOPLE CARE ABOUT.
This is a sad pathetic joke.
I already was suspicious when I saw Chuck nominated as Best Villain (because he has not been a villain since...oh, the pilot episode almost 3 YEARS AGO).
Nominating Hilary is absolute proof that the people who do these nominations never watch Gossip Girl.

Scene stealer? Hilary Duff? Oh, wait, I get it now! They're talking about the amount of screen time stolen from Ed and Leighton in those episodes. Well deserved nomination, indeed!
If they wanted to choose a guest-star instead of a regular,they could easily pick Michelle instead. I mean,every time I hear Georgina is around,I get excited just to see her,and she succeeded to steal the scene every time.

Where's Lea Michele in this list? Dianna and Amber are amazing, sure, but putting Lea's outstanding vocals aside, she's an excellent actress, too. She manages to make Rachel relatable and likeable -- not an easy thing to do when playing someone as confident and as obnoxious as Rachel Berry is!
And as for Hilary Duff... scene-stealer? Don't make me laugh! Girl's an okay actress, but Olivia was horrendous!
Hilary Duff,scene stealer? This is a joke right? OH right,I kinda get it. I mean,her SL was been Dan's girlfriend and Vanessa's best friend,and since Dan became totally boring when he was with her,and since even a Disney star can top Jessica acting skills,and guess she stole the scene?
Seriously,the big scene stealer is Ian Somerhalder,and in GG,Leighton is the biggest scene stealer,even when the writing for Blair sucks,she still manage to make me love her.
