@Terrie I think the point is not that the show is expensive (though I'm sure they are very expensive with the production and personnel quality). I think the 9 to 13 episode seasons are a choice made by the network and creators in order to provide a concise, well-written storyline without the useless plots and side stories that go nowhere that tend to plague network television shows. In fact more shows (even those on network tv) have said that they are moving to a similar "limited-series" format.
Additionally I believe the creative process (concept, writing, filming, editing, reshoots) for some of these shows (specifically Game of Thrones and Newsroom) takes almost a full year just for 10 episodes.
This is because there was NOTHING on last night at 8pm. Trust me I checked before landing on AI myself...then switched to Netflix after 1 hour of torture.
ETA: Shiller appeared just shy of the 1 hour mark (at around 9:55pm).
My roommates and I were genuinely excited for the Red Widow premiere and agreed to give it to the 1 hour mark to catch our interest. Due mainly to the character Shiller we stuck around until about 10:25, at which point we determined that we weren't emotionally invested in a single character and turned it off. The sad thing was that we really wanted to like it.
Zero Hour was much more engaging (though I still wasn't particularly invested).
It's quite clearly Katherine...
Say what you want about Nina Dobrev's acting ability but if there's one thing she does a great job at other than whining it's differentiating between Katherine and Elena (even when she's not speaking). That is a Katherine look/posture/stance if ever seen one.
Also I'm guessing that Katherine was the person who hired the guy to get the gravestone which Stephen and Rebekah figure out and bring her to their side in the race to the cure.
Reign - I would need to see who the showrunners and cast are. It could be intriguing but I don't think CW would give it the budget for it to do really well.
Oxygen - No. Just no. (That must have been one heck of a pilot pitch to get the go ahead for this one).
10 slots - Vampire Diaries, Supernatural, Arrow will be 3. Nikita will be a forth to get enough episodes to go to syndication. Hedging my bets that Heart of Dixie and Beauty and the Beast get another season as well unless the ratings go down. Leaving 4 slots - 90210 will probably get a 10-13 episode run but Emily Owens is done and I don't think Carrie Diaries will make the cut. Which gives us 2.5 slots - if Cult does well it may be the back half of the 90210 giving us 2 full slots or if it does really well then 90210 might not get renewed at all. Or it could tank and they could choose to be done with 90210 leaving 3
I think the CW would be wise to keep ordering pilots...so far not the greatest set. I would currently green light 2 of 4 (though I've ranked them by interest). And this is just a guess but I think the CW will have somewhere between 2-3 slots to fill in it's lineup (reasoning below)
The Selection - I really really want it to work because I love the book but it actually worries me that the series isn't finished yet. Not to mention the really messed it up the first time around.
The Hundred - Oh hi Lord of the Flies with Girls. Not a bad concept... Unlike some previous posters I don't think the idea is to force them to reproduce. I think it's to see if life can be sustained on Earth for an extended period of time (and they're testing it on their juvie kids). Naturally reproduction would probably happen as a result but these kids are also going to be governmentless and delinquents with no government sounds pretty interesting to me.

Did Scandal mislead anyone about what was going to be happening this episode? No - it was clear in all the previews.
Did Scandal fail to warn appropriately? No - my whole viewing party commented on the opening statement concerning graphic violence.
Does Scandal air at 8pm? No - 10pm to 11pm.
So the better question is what Parent was letting their child watch this. You were warned throughout the week with previews, you were given further warning at the beginning of the show, AND this show comes on at 10pm at night. I'm pretty sure I had a bedtime of 9pm until I was like 13.
In short - have some accountability for your child and what they watch and then it's not an issue.
