And frankly Scott already has displayed that he IS above normal werewolves:He overcame both alpha's control over him. He effortlessly beat Boyd, Erica and Isaac in the skating ring and is seemingly stronger. Werewolves are drawn to him and listen to him. People and non-people are inspired by him. He justdid the whole "sit the fuck down" growl at Isaac that Derek did.

Truly we do not know what keeps Alpha an alpha, but you don't have to take away someone's pack to BE an alpha and you can be alpha without pack too somewhat as Peter proved. So yeah, its not surprising that certain level of charisma and personality could be seen as psychological trigger of turning into an alpha. The girl in first ep who got racist-death already refered to him as ALpha. ANd deaton reacted to the dog-guy calling Scott an alpha too, as if something clicked in his head.
Most likely natural alpha is something you have to be BORN to be(I am still waiting for scott's father to come into play), to have inborn qualities to become one
