   I think it's Carter. Maybe he wants her to feel like she has no one to turn to and she runs to him like she has before. But i've also thought that maybe her dad is responsible for this one. He wanted her to go with him maybe he thinks ruining her life in NYC will have her running to him. 

   I've always wondered if Juliet is related to Serena ever since she was cast....
