"Why, exactly, is Vanessa even on this show? The character in the books was interesting—a shaved-headed, sexually curious artiste. But because The CW seems mostly unwilling to have any truly off-beat characters, they've served us this wan, lukewarm, centrist version of Vanessa. For the first two seasons her presence was only occasional, which we could tolerate. But now she's on every darn episode, stinking up the joint with her dumb video projects and wicked habit of dating really annoying boys (Dan's half-brother, anyone?) Vanessa doesn't really serve any grand purpose as a character on the show, she's only tied to Dan after all, and Jessica Szohr isn't exactly Kitty Hepburn in the acting department, so we're really not sure why she's not only still on the show, but been given a far bigger role this year. We suspect it has something to do with the fact that she's the only person of color in the otherwise lily-white cast."

In my opinion she should be number 1. Never in my life I see tv shows that I found such a useless, annoying, hypocrite, naïve character and worsen by jessica's suck acting. Rita bennet in dexter is quite annoying too, I wish dexter could mutilate her. I'm surprised and disappointed by the others mentioned on the list.
But thank GOODNESS someone mainstream wrote about it. Called her out on her uselessness, lack of edginess, acting, and the extra pimping this season. To quote Penn from the gag reel: NAILED IT!

I Agree with what they said about the fact that Vanessa is a person of colour which would help them a lot from criticism of being rascist or prejudice. Also I genuinely believe that the writers really like her haracter as they have gushed about her a lot in interiews. I dont understand why but then the writers do control the show.

I'm sorry but that proves nothing. Look at who else was on the list.... Jim and Pam? Elliot Stabler? Barney Stinson who is second only to Chuck Bass in awesomeness?!!!!!!!!!!!!! And no one from Grey's Anatomy when they could just close their eyes and point, and find someone more annoying than anyone on that list??????????
I don't know what tv.com was ranking, but those characters sure aren't the most annoying on TV.
