I don't think they can drag the proposal out until the end of the season- something else huge will happen in the Season finale, but it won't be the proposal. Derek has been holding onto the ring since Episode 12...there are 24 episodes in the season. It just doesn't make sense to drag it out for a half a season.

OH, RIGHT, CRISTINA DIDN'T REALLY TELL HER; at the end of Beat your heart out, when Mer is hedding home from the hospital and stops by the on-call room where cristina is holding owen, and she says: "He's proposing." I just watched it again and finally got it! she was talking about richard or sth, because she was reading Ellis's journal.
