    Damon always could control dreams. In the first episodes he gets into Elena's mind and forces her to dream about him. I know Rose is (was) a vampire, but as we all saw, she was weak. Maybe that's why he could do it. Anyways, I loved the scene so I woulnd't look that much into it.
