The Commodore moves quickly and turns the majority of the city councilmen against Nucky before he even posts bail. Everyone except the newly elected mayor and Damien Flemming join the Commodore, even his brother Eli.

Luckily, Margaret manipulates her way into Nucky's penthouse to gather incriminating evidence before the police find it. Once released, Nucky finds out that two witnesses - Mr. Neary and Patrick Ryan - comprise the majority of the case against him for voter fraud.

Meanwhile, Jimmy goes to New York to build a new partnership with Rothstein, who puts him on hold for now, but he gets an interesting offer from Meyer Lansky and Lucky Luciano.

Chalky White waits out the Nucky situation in jail where he's harrassed by a fellow inmate, Dunn Pursely. But, he uses his influence over the other black inmates and has Dunn beaten senseless.
