On Madam Secretary Season 2 Episode 12, Elizabeth is getting ready to head to Myanmar to sign the Pacific Rim trading agreement, but her staff has some bad news for her. The staff informs her about the American ambassador to Myanmar, Maxwell, being opposed to the trade agreement and wanting to talk to Elizabeth. Elizabeth agrees to talk with him, but he's convinced something terrible will happen in Myanmar if the agreement goes through even after Elizabeth assures him everything will be fine.

Elizabeth heads to Myanmar, but is surprised to see a demonstration led by Maxwell against the trading agreement as well as the United States. Elizabeth tries to talk to him after he gets arrested, but he won't change his point of view. Later, after he's released from prison, he goes to talk to the President of Myanmar and holds him hostage to force him to listen. Maxwell informs the President if the agreement goes through Myanmar will be in danger and people could possibly die due to a water shortage. Maxwell accidentally shoots himself, but the President of Myanmar has been swayed and refuses to sign the agreement until something is changed.

In the end, Elizabeth is able to get China on board with helping the President feel comfortable about signing the agreement by agreeing to keep the water supplies safe.
