Elizabeth and her team manage to avert two powerhouses, China and Japan, from going to war over an island with natural gas resources, but their tentative peace is shattered when a Chinese student demands political aslyum. With only 48 hours before Japan and China go from words to action, Elizabeth must find a way to broker peace. Fu Xinpei claims that she will be arrested if she returns home, but her circumstances don't meet the political aslyum qualifications. It's clear that Xinpei and her Mom planned for her to request political aslyum during her trip to the United States. Back in China, her Mom is detained by the secret police. During questioning, her Mom has a heart attack and dies.

Stevie is accosted at work by Senator Fletcher who uses her to deliver a message to her Mom. Stevie is upset, but when she complains about it at home, she gets rebuked by one of Allison's friends who is spending the night. The sisters fight with Allison telling Stevie that she is just a hostess.

Xinpei now qualifies for political aslyum since her Mom died in custody and has to make a choice whether to stay or go back home. Watch Madam Secretary online to find out Xinpei's surprising decision.
