As gunfire erupts outside, a young Mom calls for help. Ethnic cleansing is occuring in the Republic of West Africa and no one knows.

Elizabeth asks Blake for an update on his investigation into Nadine. Blake is convinced that Nadine suspects and is terrified of her. However, he hasn't found any wrongdoing by her thus far.

At home, Elizabeth is ambushed by one of Henry's old college professors, Father Vasseur. He updates Elizabeth on what is happening in the Republic of West Africa. She agrees to look into the matter.

Her team has other priorities as they are trying to prep her for her upcoming speech to the World Affairs Committee. She reminds them that she sets the priorities and meets with the RWA Ambassador who denies the allegations of ethnic cleansing. Elizabeth does a little investigating of her own with help from one of her former CIA collegagues who confirms Father Vasseur's allegations.

Elizabeth presents the information to the President, but he declines to follow her recommendation to intervene. Never being one to follow protocol, Elizabeth goes off script in her speech at the World Affairs Committee and informs them about the atrocity occuring right under their noses and asks if they have the guts to take action.

While not happy with her, the President backs her and she forms a coalition. Just as it's coming together, Henry finds out that Father Vasseur left out a cricitcal piece of information that will make Elizabeth look bad.

The coaltion starts to crumble, but Elizabeth manages to convince the President to keep moving forward. With reduced support, the African Union forces meet resistance from war lords who had been paid off by the militia. Eventually, Henry asks Father Vassuer to intervene and bribe the war lords on behalf of the United States. The forces move forward and stablize the region.

Elizabeth confesses to Nadine that she had her investigated and is now planning to launch an investigation into Vincent Marsh.
