After a terrorist attack, which puts Henry in the hospital, happens on U.S. soil Elizabeth is determined to find answers. Elizabeth and President Dalton continue to get frustated when it turns out the CIA doesn't have any intelligence on the person who brought the bomb into the university. After doing some digging, they find out it was a Saudi diplomat who was behind the bomb and he dropped it off for the woman to bring into the school. Elizabeth sends the FBI to capture him, but the man commits suicide before they are able to get to him. They decide to check out the suspects apartment, but they don't find anything. Thankfully the CIA is able to find out where the terrorist headquarters are at and President Dalton orders an attack on the warehouse. After the bombing they find out the head of the organization was able to get away, but they were able to get some of the members of the group. Elizabeth goes to the President with the idea to put together a task force to take down the entire terrorist group, but most importantly the leader.
