The NCIS: LA team investigates a shooting outside the Vietnamese Consulate just prior to an international conference at the venue that the Secretary of the Navy is scheduled to attend. The case leads them to find a sweat shop using forced labor and a supporter of the democracy movement in Vietnam. The wife owner of the company supports the movement, but her husband did not. He set up the terrorist attack to blame and bring down the democracy movement. He did not want to see an Asian Spring. He kills his wife and is killed by NCIS.
