When Homer forgets to pick up Bart at soccer practice, a fed up Bart joins the "Big Brother" program and is given Tom (Phil Hartman).  When Homer finds out, he gets jealous, and gets a little brother of his own, Pepi.  Eventually, Tom and Homer get into a fighter, Homer loses, and Tom heads off with Pepi, and Homer and Bart bond over the fight.  Meanwhile, Lisa becomes addicted to a 900 number thanks to a crush on Cory.
