When Christopher Collins ended up dead in police custody, it was up to Erin Reagan to decide whether Officer Cutter was at fault on Blue Bloods Season 4 Episode 20.

Frank wasn't happy when his daughter was assigned the case of a death in police custody but when Erin uncovered that the victim was killed from the use of an unauthorized chokehold, she pushed to have Officer Cutter brought in front of the grand jury.

The decision wasn't popular amongst the cops on the street or around the Reagan family dinner table.

But when Frank found out that Cutter had a similar incident at a different police department before joining the NYPD, he decides to fire Cutter, even though the grand jury failed to indict.
