Hanging out with all these crazies is sure to make Penguin nuts, but rooming up with Nygma should have prepared him for this. Those nuts look like they're celebrating the King of Gotham's arrival. Feels good to be loved, right Penguin?
Even though Penguin looks less than thrilled to be where he's at, he does wear that uniform well. I have a feeling, though, that his stint at Arkham isn't going to last very long.
