Kate Kane returns to Gotham where people have given up hope that Batman will ever return. Her father, Jacob runs the Crows Security firm but one of his own agents, Sophie Moore, has been captured by a new villain named Alice. In her efforts to find Sophie, Kate discovers that her cousin Bruce Wayne was Batman and convinces Luke Fox, the lone guardian of the Batcave, to help her become Batwoman. Alice's vendetta turns out to be a personal one against Jacob and, although Kate gets close to ruining her plans, there is a showdown at the first public civic event, the Movie in the Park. Sophie is bound and put out on a plank, high above the park, while a truck full of explosives is placed next to the park. Jacob is told to choose between Sophie and the city. Batwoman intervenes and rescues Sophie although Alice gets away.
In the aftermath, the city is excited by the idea of Batman's return while Kate discovers that Sophie has gotten married and that Alice knows her better than she could ever have imagined.
