Two officers watching a witness were shot multiple times in their patrol car. One of the officers is Abigail Baker’s husband. The shooter is Jose Cortez, someone Erin’s office just let out with no bail requirement for a first time drug offense. What they didn’t know at the time was that Cortez was wanted in Mexico for assault and murder.
Frank is furious at the District Attorney’s policy for offering no or low bail for non-violent offenders and says so in a press conference sitting across from Erin. The debate leaves everyone upset at Sunday dinner.
Later, Henry tells Erin that she expected Frank to act like her protective father in her first press conference instead of the police commissioner. Erin tells Frank that her mistake was in reacting like his daughter and letting him have the last word, and although she’ll always respect him, she also may need to take him on for the good of her department.
Jamie insists on coming with Eddie to tell her mother, Lena, that she’s engaged and finds that Eddie’s mother is outspoken about how she hoped that Eddie would find someone who would make more money than Jamie ever will as a cop. Eddie is upset, but later Jamie goes back to tell Lena that he is the right man for Eddie, no matter what she thinks.
Eddie is shocked to find Jamie and her mother together and getting along. Eddie points out that her mother has scared off every one of her boyfriends. Lena points out that Jamie was the only one strong enough to not be scared off.
Another head is found at the garbage dump and the DNA matches the headless body they thought was Luis Delgado, but it’s not Delgado. The man who set Danny’s house on fire is still alive.
Baez thinks Danny should allow someone else to head the investigation but he refuses. Danny finds Delgado’s family residence, where his wife and sons live. He confronts Delgado and arrests him but soon finds out that he is working for the DEA to take down the head of the cartel, Jose Rojas.
When Danny won’t back down, DEA Agent Molina agrees to work with him, but the undercover operation goes wrong and Delgado gets away yet again. Before he flees, Delgado tells Danny via video message that Linda’s death wasn’t an accident. The cartel targeted her because Danny was causing them trouble.
