Blue Bloods Season 11 Episode 8 revolves around the question of First Amendment rights.

When a reporter interferes with an arrest, Jamie takes her in. The attorney general soon shows up at Frank's door demanding that the arrest be voided as it interferes with First Amendment rights. Frank refuses and is uninterested in the AG's veiled threats.

The controversy escalates when Jamie finds out that Erin's office refused to press charges against the reporter and soon afterward, the woman shows up at another crime scene where the store owner was shot. Jamie suspects the reporter has footage on her phone that can help them catch the shooter, but she refuses to cooperate, and Erin doesn't think there's enough for a subpoena of phone records.

Meanwhile, Danny and Baez work with a Nassau County detective to try to catch the serial killer that attacked them. Raines is exceedingly unhelpful and Baez ends up putting herself in danger in an attempt to catch the guy.

And Erin tries to get a young woman to testify against a drive-by shooter, but she is stymied both by the witness' mother and by her boss' approach to the situation.
