On Blue Bloods Season 13 Episode 1, the bail reform issue becomes personal when a guy the DA's office put back on the street shoots Jamie.

Jamie and Eddie are called to the scene of a domestic disturbance, where Jamie arrests a man named Castillo who is in possession of a gun and angry and violent. The next day, they are called back to the same scene. Castillo has been released and this time he shoots at Eddie (but misses) and abducts his wife.

Jamie is angry that Erin's office let the man go. Erin says it wasn't her case and the bail reform laws mean dangerousness is not allowed to be considered in setting bail. Jamie is tired of this office being a revolving door for criminals.

Jamie and Danny search for Castillo. They find him on a marina. He shoots and hits Jamie. Jamie is in the hospital and the doctors are worried he could be paralyzed and that he has lost a lot of blood. Erin feels guilty about letting the man go.

Meanwhile, Frank finds out the confidence in the NYPD is at an all time low. He convinces the Archbishop to turn off his phone and go with him to tour the city so they can understand what is going on. But when the Archbishop finds out a church that is closing has been robbed, he refuses to call the police because he wants to practice having faith.
