The episode opened with a delivery truck being robbed at gun point, only when Five-O got there all the packages were accounted for.

It turned out the driver was carrying shipments past customs for a local black market dealer. When Five-O took down the black market dealer they found that the package that was stolen was 100 RFID chips for passports. 

Catching the thieves at the plane they were boarding Five-O was able to stop them from escaping and recover the RFID chips.
