Sebastian complains about the food he is given. The woman asks for money. Sebastian takes a few bites and collapses. Wheatley shows up.

Wheatley wakes Sebastian up. He's tied up somewhere. Wheatley wants him to do some work for him. Sebastian isn't interested and kicks the laptop away and dares Wheatley to kill him. Wheatley threatens to shoot Angela if Sebastian doesn't cooperate. Wheatley laughs to himself. Sebastian agrees to do what he wants.

Stabler and Bell brief the DA about the digital dust. The DA doesn't want to publicize prior to indictment. Jett comes in and tells them that Sebastian's followers are angry and want to meet in person to cause trouble.

The devotees are meeting underground, literally. Sebastian makes a virtual appearance and says he will share his vision with them for toppling the greedy tyrannical people.

Security finds a breach and then chases after an intruder, who hits the guard over the head. One of the bad guys tries to run and gets arrested.

Stabler and Bell interrogate the suspect. He has no record except for disorderly conduct at Occupy Wall Street. He says he was directed to the warehouse by an online message board. There was one guy who seemed to know what the mission was. He just wants to dismantle the system. There will be a meeting on Thursday.

Bell doesn't want Stabler going undercover again. Stabler insists. Bell accuses him of running away from his problems by changing his identity. Stabler says this is the fastest way to find out what Wheatley and Sebastian are up to.

Stabler gets his undercover mission after all. He's in and counts about 50 people there, waiting for a show. He keeps an eye on some other guy on the phone. A girl tells him it's her first time and she can't believe this is happening. Sebastian is an American hero as far as she's concerned.

Sebastian's message is about five pillars of inequity. Bell needs blueprints to find out where the attacks are. Also Stabler thinks Jett should get the audio.

There are cards under the chairs assigning each participant in the meeting to a team.

Some guys grab Stabler and think he's trying to flirt with girls instead of being serious. Stabler gets them to let him to call Malachi. They ask Malachi all sorts of questions. Malachi improvises telling Stabler not to embarrass him again.

Stabler gets to be in on collecting the bombs. Bell and Brewster don't know yet where the bombs are going. Bell is worried about how thin NYPD is spread.

The guy with Stabler tells him to stop talking to the girl.

They arrive in a parking lot that they hope to blow up. Bell shows up outside. It's a courthouse. Only ESU is coming. Bell wants to evacuate the building.

Stabler wants to help rig the bombs. The girl can program the detonator. The three guys are angry as they are sent away. Stabler arrests the guy in charge and tells the girl he knows she can't program a detonator. She runs on his command.

Sebastian wants water. Wheatley claims not to be a barbarian.

There are still four targets as well as McClain and Wheatley to find. Stabler goes to question the guy he arrested, who refuses to talk at all. Stabler tells him that they are Wheatley's pawns and that Wheatley is trying to make them pay the price for his misdeeds. He needs Bill to give him the locations of the bombs  to stop Wheatley. He gets them.

Wheatley has Angela untied. She and Wheatley kiss. Sebastian says they deserve each other. They leave him tied up and go. Wheatley's goon sets a bomb.

The four bombs are accounted for but they're looking for the fugitives. Jett has narrowed down McClain's location. Brewster says they don't have the bandwidth to search. Jett realizes they have to find the source of an Internet surge to find Wheatley.

The guy Wheatley is bragging to wants Sebastian. Wheatley says that Wayne has been chosen for a special task.

Jett has found an address where Wheatley may be hiding. There is only one entrance point. Bomb Squad is on the way.

Bell asks if Stabler is okay. She admits he's good at what he does. She shouldn't have doubted him.

Wayne shoots out a security camera so that Wheatley can break in somewhere. They find Sebastian and the bomb, which only has five minutes left on the counter.

Sebastian seems out of it and says he needs water. Bell finds the blueprints and realizes that the power plant is a sixth target.

The goon wants to shoot out a transformer but Wheatley won't be rushed.

Stabler realizes the substation controls the power grid and is the main target. The goon kills a worker at the substation.

Stabler and Bell go to the substation. They find the dead guy. Stabler finds a computer that is greeting him.  Bomb Squad thinks there are no devices but touching the computer triggers a countdown. Bell wants everyone out just in case. 7 seconds to go... All the lights in the city go out.
