Stabler goes to talk to Bell about Webb. Benson comes in and says Sara Santos, age 9, has been kidnapped. It's Santos' daughter. The girl has Stage 3 leukemia and severe asthma. She doesn't have her inhaler. If they don't find anything soon, the girl will die. Bell agrees that SVU and Organized Crime will work together.

Security footage shows that a woman lured Sarah with a dog and a guy pulled her into a car. The kidnappers purposely evaded security cameras.

Stabler can see what Weeb knows. Bell asks Jet to work with Valesco. Jet seems very shaken.

Bell's team comes into Cassandra's gallery and asks Cassandra about the girl.

Meanwhile, Benson talks to Sarah's mother and asks her for something with Sarah's DNA on it.

Velasco arrives. Jet has found a janitor at a school who didn't get a background check prior to hire and has rapes in his background. His wife may be the woman with the dog.

Mrs. Santos has Sarah's spare inhaler. Benson gets a phone call and walks off to take it. Santos tells Stabler that this is his doing, him and the Brotherhood. He took Jesse and now Sarah. She starts hitting him. He hugs her while she cries. Benson returns and asks her about the man. Mrs. Santos recognizes him from school and says he's friendly with all the kids.

Bell and the team break into Ted's house. He is not there but there is a child's bracelet in a bedroom. Meanwhile, Jet hears a noise and pulls her gun. Bell finds children's underwear in the drawer just before Jet alerts her that Ted is running out a side door. Ted is arrested after a short chase  and claims to know nothing about Sarah.

Benson says they are testing the underwear for DNA. Ted still denies everything and says he was at a Mother's Day 5K. He says the box is just stuff he found around the school. Stabler points out that Ted is a sex offender and is not supposed to be working at an elementary school. Benson adds if he helps them, they can help him. Ted says 3 weeks ago he saw a guy lurking across the street and Jesse got in a fight with him. He tried to help and Santos pushed him away and wouldn't let him call the cops. He gave him $100 to stay quiet.

Stabler updates Bell and asks Jet to check Ted's alibi. SVU has got more security footage and Jet says the woman's sneakers are limited edition. She goes to see Malachi because he was looking for those sneakers. He gave her the info. She doesn't have time to kis shim. She says she tried to call four times. He says his battery died and asks her out to dinner. Jet runs away.

Stabler goes to see Santos who is relieved that Stabler is on the case but won't talk about the beatdown. He says it was a gambling debt he paid off and is positive it is irrelevant to this.  He insists he has no other secrets related to the kidnapping. He wonders if Donnelly could have anything to do with this.

Stabler goes to see Donnelly who is concerned about Benson being on the case. He hasn't heard anything about the Brotherhood. Bridget comes down and tells Stabler that they gave the baby his name as a middle name.  She lays it on thick about how Donnelly said Elliot is a great man who he wants his son to be like.

Donnelly tells Stabler that Santos had a lot of reckless behavior and kind of had this coming. He leaves. Stabler pretends to drop his keys so he can check Donnelly's tires.

Bell and Jet go to the sneaker store. A worker tells them to wait in line. He doesn't want to give them receipts. JEt grabs his laptop to check things out and notices red sneakers.

Benson asks Stabler about Donnelly. He says Donnelly is scheming but charming. He admits he admires him and that Donnelly named his kid after Elliot. Benson says it sounds like they're getting pretty close. Stabler says he has no illusions, but he is aware people are complicated. He also tells Benson what his father did. The tracker says Donnelly is going to Santos' house. He and Benson see Donnelly take off and question Mrs. Santos. She is crying and says Frank is not the problem. They come in and she got a text an hour ago saying pay 100K to get Sarah back. She was afraid to call the cops so she got the money from Donnelly. Benson says they need the video. It is of Sarah begging for help. She can barely breathe and someone is holding a gun near her head.

Jet seems distracted and upset as she watches the video but says she can find info about the video easily. Also the cops have found a suspect.

The suspect's mother wonders what is going on but says Stacey wouldn't do anything like that. However, she IDs her from the video and says her boyfriend Ramon is to blame. She doesn't know his last name but he is in a gang and calls himself Smokey. She has a photo.

Jet has gotten a location from the metadata. Sarah's in Queens somewhere. Bell calls about the photo. Ramon also matches the description of the guy who beat down Santos. Jet looks him up and finds out who he is and that his gang launders money through real estate. There are 7 properties that fit the metadata radius. Stabler realizes that one of the properties is across the street from the Jewish Museum and that there is a a Jewish star behind Srah.

Stabler and Benson arrives first and Bell tells him to wait for backup There are 10 minutes to go but Benson agrees they should go in now anyway.

They break in and get no answer when they announce themselves. They hear noises coming from upstairs.  A guy comes out of a closet and claims he knows nothing and is never home. He says squatters stay here. The cops take him downstairs. He tries to run when Benson flips a power switch and they cuff him (I thought he was cuffed before but guess not.) Benson moves some boxes and finds Sarah. A kidnapper tries to shoot at them and Stabler shoots back. She runs into another room and finds a girl with blue hair who begs her not to shoot.

Stabler brings an unconscious Sarah out and tells the EMTs he shot at one of the kidnappers.

Stabler brings Sarah to the jail to be reunited with her dad. Stabler asks for a couple minutes alone with her dad. Her mom takes Sarah out and Santos hugs Stabler. Stabler says you're my brother. You'd do the same for me. Stabler demands to know why Santos covered for Ramon. Santos says Donnelly ripped Ramon off and Ramon didn't care that Santos wasn't responsible. He thought Donnelly would clean it up. Stabler said Donnelly was going to get uus all killed. Santos says he will wear a wire if it means getting rid of Donnelly.

Stabler tells Benson it's always good to work with her. She asks how his search for the truth with his dad is going. Stabler says long, complicated, painful. Donnelly shows up and thanks Benson and Stabler for bringing Sarah home. Benson says she likes to help a fellow cop and that Stabler said Donnelly is his second best partner. Donnelly says he will work on making himself #1 and leaves.

Jet knocks on Malachi's door and fets no answer. She calls out that she's sorry she was weird. She thought he was blowing her off and freaked out. She leaves him a package and goes. He is sitting on the other side of the door but doesn't answer. She goes and he finds the sneakers he was looking for outside.

Stabler jumps over the fence of a locked building. He recalls his dad teaching him to shoot as he wanders around. Hw foes to the tree he shot into and cuts into it looking for the bullet from all those years ago. He finds it in two pieces.

A woman asks him if he is part of the demolition team. She doesn't recognize his name but she is sad that the place is being torn down after 20 years.

Bell calls.

Cassandra tells Webb how upset she is about the raid. She says she worked hard to become respectable. Webb says he can't help it. She says the police never used to be a problem.  The man she married would not allow this to happen. How could he not stand up for her when the cops tried to intimidate her. Webb walks off and calls Nova to say it's time.

Stabler comes back and Bell and jet have evidence that Donnelly was the one who stole Webb's money and is setting Stabler up to take the fall.
