Stabler's tea kettle rings. His mother says she doesn't want tea and seems to have forgotten she wanted it. Stabler mentions wanting Eli to come home and says he has to go to the office. She is annoyed that he asks if she's going to be okay on her own.

Stabler comes into the office and sees Bell meeting with Thurman and another guy that Jet says is an NYPD counterintelligence officer.  There is an event at the UN and the State Department wants more manpower because of terrorist threats. They want the OC unit to be in charge of transporting a diplomat from India. She is important because so far India has stayed neutral in the Ukranian/Russian conflict.

Stabler calls his mother to say he can't come to  lunch. Bell tells him she has a court date over the custody. She is sure he can handle this assignment til she gets back.

Stabler decides to transport the diplomat himself in his car. Reporters bother them as he leads her to the vehicle. The woman seems rude when Stabler tries to make small talk. She is disappointed there is no water. She is nicer when he says his job is only to protect her.

The entourage stops at a crosswalk and Stabler instructs them to keep their distance from people. He sees a guy in a black hoodie. The guy hits a button on his phone and a car in the motorcade blows up but the diplomat seems okay. Another driver is dead.

The diplomat wants to check on her assistant. It's up to Whalen to contain her as Stabler is chasing the bad guy.

Jet radios a description but it's too generic. They are interviewing witnesses and checking traffic cams. Sabler goes with the diplomat to the consulate in the meantime.

At the consulate Stabler has words with the security guard who says Stabler is not invited. The diplomat overrides him. She asks about her assistant. She has a case she says contains her speech that must be protected with her life. She has to take a call and Stabler informs the security guy he's ordering more officers.

Jet talks to the bomb tech. She realizes they have to go through the sewers to the 2nd Avenue subway station to look for clues. She updates Stabler but they are interrupted by Veer saying Diya will reach out shortly. Stabler wants to find out where his charge is and hangs up.

Reyes and Whalen chase a guy in the sewers.

A man in the sewers says down here he's the sheriff and complains the IRS took his house. He has a whole setup down in the sewers. He says 2k people live in this tunnel and he lives here with 35 people.

The cops need a picture he has. He wants to make a trade. They offer not busting him for illegally siphoning power.

Stabler finds Diya visiting her assistant in the hospital. He tells her not to leave without telling him again. HE questions Siti why the driver was changed at the last minute. She realizes Diya was supposed to be in the car that blew up.

Stabler's mother calls. She went out for a walk and doesn't know where she is.

Jet arrives at Stabler's. A cop found her in the yard. Reyes calls and needs Jet to run facial rec ASAP. She opens the photo and Mama Stabler recognizes Russian cigarettes in the man's pocket.

Bell calls Stabler and says it's recess, thankfully. She tells him Whalen and Reyes are questioning the original driver. Stabler reassures her the custody fight will pass eventually.

Reyes doesn't like wearing Whalen's pants. There is no answer when they knock on Patel's door. It opens when Reyes pushes it. They go in guns drawn and find Patel is dead.

Bell and Stabler report this man and the replacement driver are both dead. They are aware that the bomb was meant for Diya. Jet gives her report including what Stabler's mom said. By the way, she doesn't want a babysitter.

Reyes says he has an idea but has to go alone.

Diya tells Stabler that there are lots of reasons someone would want her dead. She admits she has ex-lovers who would want to kill her but she doesn't  think they're involved. She won't talk about her speech. She says ambition makes her a target especially being a woman from a populous state fighting for a place on the world stage. She won't give a name of a suspect without concrete proof.

Veer says Stabler failed to protect her when she sneaked off to the hospital. Stabler grabs him by the throat and says she's here and alive. He'll be back. He goes.

Reyes talks to a guy who is setting up food at what looks like an AA meeting. He wants to talk to him about police business. The man doesn't like that Reyes doesn't have time for meetings but does give him a lead on who sells the Russian cigarettes.

Reyes has found out the guy's name who bombed the car was Ivan but no last name. Jet tries to find things to cross reference using AI ech. She's got him.

The cops go to Ivan's last known address. They find bomb-making equipment and supplies and watch Ivan chopping vegetables. He reaches for a gun under the table but Stabler stops him and he is arrested without incident.

Ivan is completely uncooperative and lawyers up immediately. he says they are the ones in trouble.

Diya says her country is not too eager to investigate Veer. She's just a diplomat. The speech will not be incendiary.

Jet has found a list of names on Ivan's computer. Someone stole sensitive semiconductors used in missiles. Bell and Stabler stake out the guy's usual location. They see Veer meets someone in a car. They can't arrest him as he has diplomatic immunity. They then see Leland, their suspect, and arrest him.

The cops update the NYPD guy. Ivan was after the seller, Leland. Russia didn't like being outbid by Veer. NYPD says they can get diplomatic immunity revoked. Stabler says not yet, as they don't want to give Veer a heads up.

The cops show up and Diya informs Veer his immunity has been revoked. Veer is arrested and says this won't stand.  Diya says she's been summoned home. She thanks Stabler for saving her life.

The semiconductors are missing.  Stabler wants to drive Diya to the airport.

Diya hopes that Stabler doesn't think Veer represents her country. He asks her about Russia supplying India arms. He thinks Diya is involved. A bunch of other cops show up. He knows she has the semiconductors. She says she has immunity. He asks if she wants to be connected with an international incident. She says she didn't know anything until now. Stabler says he has a diplomatic solution.

The FBI opens the case and finds the semiconductors. They thank Diya who says Stabler realized Veer had put them in her briefcase without her knowledge. She leaves and the NYPD guy says he's not naive. How did Stabler know what she did? Stabler says he just doesn't trust politicians.

Stabler comes home and finds his mother outside in the yard. She is making a wish on the stars. He has names of places for her to look at. She says he's putting her out to pasture. He wants her to be taken care of.  She wants a place with walking paths. She wants him to be happy. That's her only wish.
