Law & Order: Organized Crime Season 3 Episode 16 revolves around a new case in Chinatown.

While the group is celebrating Jet's promotion to second-grade detective, Thurman calls in from a political event he's at. However, his congratulatory call is interrupted when shots ring out.

The shooter hits Jennifer Lee, the wife of a candidate that Thurman supports. These people are his friends and he wants the Organized Crime Unit to look into it.

At the scene, the detectives meet Detective Chang of the Fourth Precinct, who says the residents are more likely to talk to her than them and that she's in charge. Bell says Thurman put them in charge of this case.

The cops quickly discover that no one will talk to them and that gangs control much of Chinatown. Stephen Lee is running to take on the gangs as he grew up in fear and wants better for his community.

They discover a suspect, who runs from them. Chang shows up at the precinct and says that the suspect is lying to them when he fingers someone from a rival gang. The person he accused is her CI and was with her at the time.

The investigation continues and a gang leader is arrested but can't yet be tied to the shooting. Captain Lin of the 4th Precinct suddenly raids a gang stronghold and finds the murder weapon, but Stabler realizes that this is BS.

Stephen drops out of the race and Stabler gets some info from Jet shortly after Stephen's campaign manager throws his hat in the ring.
