Reporters on the scene claim that Catalina took her own life because of the indictments against Howard and company. Meanwhile, Benson is having a guy dust for prints and tells Garland she doesn't think this was an accident. Garland does not think Catalina would commit suicide, ever. But there is no sign of foul play. And Ortiz is dead and Jemma is not answering her phone. Benson is aware that Howard is not going to leave any traces of his involvement.

Kat comes to Rosa's apartment. She says her son has been threatened and she is leaving. Kat says they will put her under protection and she is not safe outside the city.

Meanwhile Fin finds out that Paulie is dead too. Beaten to death and COs did nothing.

Rollins and Joe go to Jemma's house. Her parents were out. Jemma is missing but there is blood. She might have jumped. No one knows where she is.

Mr. Evans says he trained his dog well. Jemma has left her phone behind. Father has the passwords and will provide them as he thinks his daughter needed to be tracked anyway. Joe and Rollins discuss the case and then Joe says he left his phone inside and goes back and asks Jemma's mom to call it.

Rollins is not happy with Joe.

Howard's lawyer says the suicides were a tragedy. Howard claims the suicides are the fault of the DA's office for trying to knock him off the ballot with a ridiculous legal claim.

McGrath goes to SVU and makes a lot of noise about how the case has evaporated. He gets a call from Joe and says Joe saved their asses.

Joe goes on and on about how brilliant he was to get in touch with Jemma. Joe has already done everything Benson thinks should be done.

The cops go to see the owner of the number. He reluctantly admits that the number he's been calling is a weed dealer. He doesn't think the dealer is a kidnapper.  The cops insist he tell them the setup.

Joe and Rollins take the front and the other cops the back. The music shuts off and the cops run in and raid the place. Someone shoots Kat as she tries to open a door. The shot went under her vest and she is bleeding!

Rollins and Joe deal with an idiot and then check on Kat, who is hanging in there (hopefully). They talk to a girl who doesn't know who Jemma is.

Fin won't leave Kat's side once the EMTs arrive.

Jemma attempts to go out a window and onto a roof. Jemma doesn't trust Joe and thinks he sent the bad guys to her house.

Benson calls and says she will meet FIn and Kat at the hospital.

Jemma insists her father will kill her and is crawling all over the roof. Joe takes off his belt and says his dad used to hit him with it so he gets how it is. She asks what did you do? Joe says one day he had enough and tried to stop him and ended up in the hospital but his dad was arrested. When he died all he wanted was this belt. He wears it on the job to remind him of why he does this. He would protect her but she has to trust him.  Jemma lets him take her off the roof.

The EMT says Fin must keep Kat awake. Fin tries to tell her a joke. He tells her he's not going anywhere and she isn't either.

Rollins tells Joe that Kat is stable. He tells her that he made up the story about his dad.

They're losing Kat! They need paddles now. Fin is screaming Kat's name.

Fin tells Benson what happened and that Kat's heart stopped in the ambulance. He blames himself. Benson says it's not his fault.

Jemma's father keeps interfering with her statement and insists Howard didn't do anything to her. Father insists Joe is disrespectful to him and he's taking Jemma home.

Rollins says Kat is in surgery. Jemma won't admit anything happened. Carisi says he can force Jemma to testify but she'll lie. Rollins says she hates to admit it but Joe has rapport with Jemma.

Kat is out of surgery. She says when she woke up she was remembering Carisi not having regrets from leaving SVU. Was she where she was supposed to be? She feels like they're always there too late and the victim is already traumatized. What are they doing? Fin says he likes getting the bad guys off the street. Kat says they plead out or if they're rich t hey get off. There has to be a way to be more proactive. Fin says this is not the time to make big decisions. She needed to rest.

The cops are rewatching Howard's stupid press conference. Fin calls. Kat doesn't want to come back.

Joe has news. There is proof. Howard got Jemma pregnant when she was fifteen.

Jemma's mother says that her husband can't know anything about this. Benson says they will do what they can and encourages Laura to talk. She was suspicious but everything seemed fine until her 15th birthday when Howard threw her a party. It seemed legit so they let her do it. Something definitely happened that night. She could tell she'd been drinking, her makeup was a mess, she yelled at her mom to leave her alone, etc. Later she found her dress was stained and she decided to save it.  She wouldn't talk about it. Six weeks later there was a positive pregnancy test in the trash. Then a car service came and took her to the city and after she didn't get out of bed for two days. Laura wants Howard to pay.

Howard says who saves the dress? Lawyer claims the dress was contaminated. There is a photo and they will be going through his expenses to find out if he paid for the abortion. Howard seems shocked that Jemma had an abortion. He doesn't believe in that. Howard insists the baby wasn't his anyway. What did the lawyer do? They argue in front of SVU. Howard wants Gold gone and insists GOld killed all the witnesses and was responsible for everything that happened. Gold says that Howard's testimony is coerced and leaves. Howard asks if that is true. He talks anyway.

Benson says this is going to take months to resolve. They have to go through a ton of records, holding companies within holding companies. McGrath asks about a plea.

Gold's lawyer rejects the idea of a plea. Gold says they can't prove anything. The Southern District DA says they can look into the last ten years. Gold says it's true you can abuse your power. Time for a deal. 

Gold says he has info about a ton of powerful people, whoever they want.

Rollins talks to Carisi. Gold's info holds up. Carisi doesn't want to make a deal. He gets another call.

Both Garland and McGrath are also upset that the AG isn't doing anything about this.

So Howard is taking a plea and they aren't moving forward with anyone else.

Kat interrupts. She's back from the hospital. Benson tells her that getting shot takes a toll. Kat says it's not about that. After last year, she thought things would change but they haven't. Guys like McGrath are holding on tight. Benson says so stay and fight. We need your voice. Kat doesn't think she has any power. Benson believes change is coming. Kat doesn't. She doesn't have 20 years invested and has to get out. She's happy that Benson is here but she can't stay. Benson says okay. Her door is always open. Kat knows. She thanks Benson for everything and hopes she understands. Benson is going to miss her. Kat says she's going to miss it too. She goes.

Rollins asks how Carisi is doing after all the work he put into this. Carisi says at least Howard took a plea so he and Rollins didn't have any conflict of interest at trial. They do need to talk about implications of their relationship. Rollins doesn't think anyone needs to know about them right now. Carisi agrees.

Garland tells Benson he's sorry about Kat. Benson feels l like they'r elosing the war. Garland says they are. He tried to argue against the Gold decision. McGrath didn't back him up and said nothing was enough for Garland. Garland has decided to leave before they can mess him up anymore. His father said to move on and that he'll be more dangerous to TPTB outside the department.

McGrath comes to see Benson and tell her Garland has chosen to quit, he has a lot of respect for Garland, moving forward we need to focus on the real rapes. Not the he said/she said cases. Benson informs him she's not turning her back on any victim. McGrath says he has confidence in her and in the meantime she reports directly to him. Is that going to be a problem?
