At an awards ceremony, Benson's toast to Fin includes talking about how he triumphed over trauma. Rollins and Phoebe could not make the event.

Fin seems tipsy so Benson drives him home. He thanks her for the nice stuff she said. She thanks him for being steady despite all the changes.

Fin puts his gun down and finds a guy in his apartment with  a gun. Fin doesn't remember the guy who is very upset. The guy says his name is Dutch. Fin says he does remember him. Dutch says he made a mistake, and that he didn't deal to kids.

Dutch says he tracked Fin down because he is with SVU now.  He says he was raped in the tombs. The CO refused to help and told him to wash up. He knew the CO let the guy in. He says Fin is a hypocrite. He admits the gun isn't loaded. Fin asks what he wants. Dutch wants justice.

Dutch says he was raped multiple times after he was transferred. He doesn't want to wait til morning.

Fin and Dutch meet Bruno. Dutch is antagonistic but he IDs a suspect.

Fin and Bruno arrive at Ryan's house. His wife gets them coffee.  He's offended that they accuse him of being the perp. Bruno makes him look at a photo of Dutch. He calls Dutch a scum bag and says he didn't rape anyone. His wife drops a cup in shock.

The cops go out to the car and watch Ryan's wife runniing away. They follow her car. She goes to a sober living facility. Fin says he has to call Benson to find out what the protocol is.

Benson arrives. Mrs. Ryan has already left. A desk clerk says he can't give them any info. Benson strongarms.

Dutch is worried that Fin is ratting him out for holding him at gunpoint. Bruno tells Dutch that his experience in jail is good training for this.

A man at the facility says Mrs. Ryan was looking for a sponsor and runs away when Benson asks if he has a roommate.

Dutch comes running in. He gets crazy when Bruno says he lost the suspect.

Fin talks to Dutch and tells him to focus on something to live for. Dutch says his girlfriend and daughter never saw him in prison. Bruno has got a name for the perp.

Dutch looks at photos and he thinks a photo is his assailant. Fin says he needs a positive ID so he can call the ADA. Dutch looks at another photo and freaks out. Fin tells him he has to be 100% sure.

Fin asks Bruno if he regrets coming downtown. Bruno says he has nothing better to do. Fin says Bruno reminds him of Munch and we get an update on Munch! He is in Baltimore again and has rebought his bar and married a divorced rabbi.

Bruno thinks Virgil has to have done it -- why would Mrs. Ryan have warned him otherwise?

Carisi questions Ryan and calls him a pimp with a badge. Bruno has a photo showing Virgil and Ryan were friends in high school. Carisi says Ryan is doing time.

Ryan says the tombs were a zoo and he needed Virgil to keep things in check. Virgil's nickname was the Hangman. Ryan tells them about a bar Virgil hides out in.

Benson says that Dutch's body language showed a trauma response proving he recognized Virgil. Carisi says that doesn't count. Fin suggests taking Dutch to a stakeout and ID Virgil when they arrest him in the bar.

Dutch is freaking out and Fin helps him calm down. Dutch says Fin would be a good dad. Fin says he was never a great dad but things are okay with Ken now. Dutch says he had a bad family. He tells him about Dutch tears which don't look like much but are tough. Fin tells Dutch he thinks he will be able to let go of the armor when he IDs Virgil.

The fire marshal is ready to clear the place and Dutch can take as long as he needs to ID Virgil.

Dutch keeps saying not him. Fin is pressuring Dutch to ID Virgil. Dutch says he remembers the guy lighting a cigarette. Fin has an idea. Carisi asks a guy for a cigarette and when the guy lights him up Dutch ID's him.

Fin arrests Virgil. Dutch goes running after him and tries to strangle him. Fin tells Dutch not to let Virgil take away his freedom again. Dutch lets him go.

Virgil is arrested and Fin tells Dutch its over.

Carisi tells Benson he thinks he can get Dutch probation and therapy on a gun charge and they got Virgil for rape. Carisi goes home and Benson asks Fin how he is. Fin tells her he feels guilty about what he did to Dutch 23 years ago. Benson tells him in the last 24 hours he did everything right.

Fin tells Dutch he has located his daughter and she wants to see him.  Dutch doesn't think he can do this. Fin says he will be fine. He brings Tara in to see her father. He tells her he's sorry. She's sorry she never visited.

Bruno brings sandwiches. He bets Munch never did that. He says that Fin did good.
