Law & Order: SVU Season 17 Episode 22 deals with the problem of police corruption and rape. The story revolves around Gary Munsen, a corrections officer who is raping African American inmates at Rikers' Island. One of the inmates, Charice, calls Fin's son when she is raped after her release. However she is scared to move forward with the case and wishes she hadn't reported it.

Benson investigates despite Charice's concern and finds out that there are three other girls who have been raped -- however, they have no jurisdiction over Rikers, only over Manhattan. Charice is arrested on bogus charges and raped again. Barba has the bail reduced to zero. Charice attempts to run away but Benson convinces her to show her young daughters that there's hope by fighting against this.

None of the women that have been raped by Munsen are willing to come forward. Charice wears a wire and tries to use herself as bait. Munsen attempts to kidnap and rape her. He is arrested.

Charice seems to be the only link to Munsen and she is not credible because of her arrest record. Eventually Rollins realizes that a female guard at the prison is the key to getting Munsen put away.
