On Christmas Eve, a white supremacist encourages his followers online to start a race war. A bunch of Jewish and Muslim people and businesses are attacked. Hate Crimes needs all hands on deck and so SVU joins them. Hate Crimes is being led by Declan Murphy, Rollins' ex, but they have little time to talk as the violence continues.
Some Black teenagers are arrested for some of the crimes, but it's clear that they aren't responsible for all of them. McGrath wants arrests so the city can calm down. Benson convinces him to let them canvass the neighborhood before they have a press conference.
A weird guy with a dog keeps bothering Rollins and Murphy, who realize he is likely involved. He turns out to be a Serbian immigrant who ends up in the hospital after getting shot. He agrees to let Rollins walk his dog and the cops find all sorts of bombs in his apartment.
Darko is reluctant to talk but finally does. Four bombs are missing, which means the cops have 24 hours or less to find them before there are more explosions.
