It turned out the President of the Ukraine had switched his offical staff with those who were experience in parachuting and Elizabeth's staff is convinced the President of Ukraine had framed Russia because they wanted the United States on their side. Elizabeth and President Dalton confront the President and he confesses what he did, but says he wouldn't change a thing.
