Hundreds of Navy weapons are stolen from a train, with the responding cops shot with rubber bullets. Mayor Hamilton is having his office swept for bugs. Patton's wiretap is still recording what Hamilton is saying. LaSalle spies Percy getting kissed by a tall man. Bancroft, the gun manufacturer, has been hit twice before. None of the guns have shown up for sale. A female ex-Marine's DNA was found at the scene. LaSalle and Percy find her shot to death. Previously, she had been treated for her gunshot wound by Dr. Emma Miller. The team attends a charitable party hosted by Justus Bancroft, where Sheryl Crow is performing. They find Dr. Miller shot dead at the party. Bancroft approaches Hamilton to ask him to head off NCIS. Pride and Gregorio arrest Bancroft. Pride plays him some of the wiretapped information, but Bancroft won't talk. Pride suspects Bancroft's daughter Nadine is involved in the heist, and that she might be the next target. The team gets shot at, then takes down two men trying to abduct Nadine. The gunmen are from the Boko Haram terrorist group. The heist crew was stealing guns for Sudan villagers to protect themselves against Boko Haram. Pride lets Nadine go, and the team follows her. Boko Haram got to the hangar first, and a shootout ensues. Percy lets Nadine go, so that she can warn the villagers. Pride and Percy get called in front of a judge, and a video showed Percy letting Nadine go. Percy gets jailed for contempt for lying to the judge.
