A shooter with a knack for codes involving the number 4 is believed to be hunting FBI agents.

However, only one death was the result of an angry husband because of an affair, and Daniel concludes that the original shooting involved a person afraid of ELF waves.

That leads Daniel and Kate to the Quiet Zone, a place where cellphones, etc., can't be used.

Daniel is captured by Alex White, the shooter. Daniel convinces him that he can help with the voices. Although Alex is shot, his lucky coin stops the bullet.

Donnie plans on running for alderman, with Shelby as his advisor.

Kate and Donnie continue to have friction in the relationship.
