Fitz tries to pass a bill in honor of Brandon Parker, the boy who was killed by DCPD. The bill would revamp the way police forces conduct themselves and they only need one vote for the bill to pass. Susan Ross refuses to sign the bill until after she's read all 1200 pages in its entirety and while doing so discovers that the bill doesn't actually DO anything at all. She pushes everyone's buttons as they try to get her to hurry up and vote and finally grabs Fitz' ear. He listens to her discuss the bill and they begin to work together to fix what was wrong with it.

Marcus, the community activist Olivia met during the Brandon Parker shooting, calls her for help when his mistress is brutally murdered. His mistress just happens to be the mayor's wife and Marcus is running against him for the office. Olivia helps Marcus make tough choices about his future.
