Agent Collins from the Office of International Affairs drops by the FBI’s New York Headquarters to announce his intention to find Neal Caffrey with Burke’s help. Unbeknownst to Collins, Burke was doing an investigation of his own, honing in on Neal one location at a time.

Neal and Mozzie took refuge on Cape Verde island, settling in nicely amongst the locals both in love and friendship with the protection of a man named Dobbs.

Peter eventually tracks Neal to the island, but with Collins hot on his heels. Though Peter manages to meet up with Neal and Mozzie on the island, Dobbs, who the pair had paid to keep them safe from the local government, hands Neal over to Collins when Neal approaches him for an escort off the island.
