@GGFAN76, actually the writers never said that at all as far as I know. What they said was that they never intended anything when Blair made a comment about the NJBC in season 1. It was just a throw away line but some of the fans latched onto it and kept asking them for NJBC scenes so they decided it would be a "thing". Problem is though, I think its obvious it's something the writers themselves don't take at all seriously because if they did they'd give the "group" more than 1 shot/interaction every couple of seasons. I can't take the shot of them surrounding Juliette as evidence because Dan was heavily involved in the takedown too but apparently he's not in the NJBC so wouldn't that automatically not make the Juliette takedown an NJBC thing if Dan were involved?
It seems like its a thing now just used to appease the chair fans now that Dair are currently together. It's like "well, we know you're all out for blood because Dan and Blair are together but please watch because there will be plenty of NJBC scenes coming up which we won't include Dan in promise".
Dan was not involved in the Juliet takedown that episode. He came to the ballet thing for Serena, still pining for her and left after seeing her kissing Colin. The whole Blair and Dan going to Conneticut to find out what Juliet wants from Serena is a whole different thing.
Um, in the very last episode, in the midst of the Great Date Bromance, we had this little gem:
Nate Archibald, then, must be a rabid Chair shipper who needs to be appeased because he's got a picture of his childhood friends on his desk. Who knew?
