We're not sure what Will did but it definitely looks as though David is placing him under arrest. That's one way to make an impression on the residents of Storybrooke.
We have little doubt that Grumpy will be the first to turn on Elsa when he hears that someone is using icy powers. He's still not happy about his truck being turned into a popsicle.
