Perhaps some of the investors in the hotel are Jewish and are wearing the Yamaca's (sorry for spelling) for celebratory purposes?

Several months back i remember hearing and seeing pictures of a new Hotel under construction that was a "Bass Inc." project. I'm thinking that the new hotel is revealed in Episode 4.21 and that's why Chuck and blair are celebrating up in the air on the chairs. What do you think?
