Unfortunately, their celebration is cut short when one of the Senators voting for the lifting of the embargo go against his word and instead says he will vote against it because of a woman named Afeni Rahim who supposedly killed a cop years ago and is now living in Cuba. Elizabeth tries to get the Cuban government to hand over Afeni, but they refuse to do so. Elizabeth eventually gets Afeni to turn herself in by promising a fair trial thanks to files proving Afeni's innocence. In the end, the embargo is lifted and Russell does some digging into who leaked the case of Afeni and finds out Craig is behind the whole thing.
