Madam Secretary Season 5 Episode 9 revolves around a conflict in the Balkans. Serbia and Kosovo have both agreed to join NATO, but there's trouble when the Spanish delegate refuses to support their entry into the organization. Elizabeth quickly finds out there is unrest in Spain that is causing the problem and encourages the Spanish delegate to reconsider. However, there's soon a bigger problem: a news report about mass graves in Serbia is causing tensions between Serbia and Kosovo to flare up again.

The news about the mass grave is untrue, and Serbia thinks Kosovo planted it. There are all sorts of fake news stories going around, one of which has caused the death of a 12-year-old boy. Elizabeth soon realizes that if they don't resolve this problem quickly, there will be a war!

Matt is sure it's the Russians, but there's no proof. Jay looks into it and has to twist the arm of a social media network owner to ban the hate speech and fake news stories and find out where they are coming from. He finds out it is coming from a troll farm in Russia, but even after the farm is shut down, Russia denies involvement and says the hate between Serbia and Kosovo is the cause of the problems.

Meanwhile, Blake is given his first assignment and runs into problems when two departments can't agree on how to handle the problem of malaria in Africa, and Henry locks horns with a military doctor after he reports the Secretary of Defense's sleeping-pill induced bizarre behavior in his home one night.
