Recap

A news report from Gladys Keller -- it has been 48 hours since Special Agent William Greene was thrown out of the Bois Blanc hotel window telekinetically by Mildred Bell, who was last seen in 1972. As the 4400 have captured the public imagination, the secret of their superpowers is now out. She asks the question, "Do you remember where you were when you first saw their destructive powers?"

Rewinding to the day in question, Jharrel and Keisha walk together. Keisha says she'll check on Bruno. Jharrel reminds her that Bruno seemed fine with skirting the government's plan to make the 4400 look bad. Keisha says that accidents happen, especially with fire, and leaves Jharrel.

Jharrel notices the clock drawn on the wall -- the one he believes is from Manny -- now has a 'VI' on the face after the 'II.' Suddenly, a barrage of security guards appears, rushing past Jharrel down the hallway. One of them tells him that there was an incident in the courtyard.

Another rewind to the same moment, only this time it's on Agent Tanner, watching the Kaminsky family interview on her tablet. A woman, Dana, approaches her. Agent Tanner apologizes for being out of sorts the other night. Dana is understanding and heads off. Tanner gets a call from Greene, who tells her that the fire-man is missing. She hears another voice on the other end, and Greene's phone goes dead. Tanner continues watching the interview, witnessing the point where Greene is thrown out of the window and into the courtyard. 

Rewinding once again, the security guards are all standing around, some of them watching the interview on their phones. Ken shows Steve some memes mocking the 4400 when suddenly they all hear a crash of glass. The security guards are radioed to the courtyard with the announcement that Greene has been thrown from the third-floor window. Steve stays behind. The Reverend appears. Steve draws his gun on him. The Reverend urges Steve to be calm and that they should pray for 'Brother Bill.'

Another rewind, this time to Soraya's experience, who is on a video call with her mother. Soraya's mother asks why she is still single and chides her daughter for working too much. As Soraya's mother remarks that the government workers are the real terrorist, they both witness Greene's shocking fall on their screens.

Back on the news report, Gladys considers how the 4400 have been hiding their true nature and the danger they pose.

In the rewound scenes, we see Agent Tanner running, Jharrel and Soraya finding each other, and Steve allowing the Reverend to escape.

Gladys announces a special hotline for the public to report any suspicious activity.

At the hotel, the 4400 task force watches the news report. Jessica turns it off and announces that they will be triggering the conservatorships. An agent suggests just rounding up the 4400 who are already integrated within the public, but Agent Tanner says that they cannot do that without just cause. She explains that the 4400 under conservatorship will be subject to a stricter regimen -- required to undergo medical testing and constantly monitored. 

After getting his blood drawn, Andre meets up with Shanice, and the Rev. Shanice apologizes for the state of things. 

Jharrel is worried about the hotline and what it will mean for the 4400 who are living free. Keisha is surprised that the government isn't doing more. Jharrel notes that Mildred just did what Bruno (the firestarter) was going to do -- reveal the 4400's powers to the world. Jharrel also points out that Jessica already knew about those powers. Keisha insists that the government must protect the public from the dangerous 4400. Jharrel notes that anyone can be dangerous -- it doesn't justify a police state. 

Jharrel points out the clock drawn on the wall, saying there is a six instead of a three, which means Manny is trying to tell him something. Jharrel explains to Keisha that Manny was a genius. 

The Reverend comforts Ji-Yeun, but she is upset, as she signed the contract, but he did not. Shanice comes in to check on her. Ji-Yeun explains that she misses her family. Shanice says she feels the same. She takes Ji-Yeun's hand and sees a memory of Ji-Yeun's Jack Russell terrier. Shanice urges Ji-Yeun not to get overwhelmed. Ji-Yeun thanks her and leaves. 

Shanice checks in with the Reverend. He feels guilty that he can't help his 'flock.' She asks him why he never signed a contract. He says he was caught up in the work. Though he feels partially responsible for what happened to Greene, Shanice assures the Rev that he saved Greene's life. She tells him that they need to figure out to fix the problem.

Soraya visits Andre at his request. He asks for help with the computer, as LaDonna has not communicated with him. Andre tells her that he must know if anything they found at Ypsi Med can help them get answers. Andre gets the computer out and explains to Soraya what he needs from her. She wants to know about their powers but refrains from asking. Andre assures her that they are no danger to her.

Upon looking through the computer, Soraya finds the patient files are there, but they have to be run through a compiler, which she can install. She takes the USB and promises to return.

Jharrel arrives at Agent Tanner's office. She fires him on the spot. She explains that he's been difficult and has broken multiple rules. He says he will go public with what's going on at Ypsi Med. Tanner tells him to go ahead -- it will only confirm the public's fears. He removes his lanyard and leaves.

Shanice comes to the Reverend with an idea. She suggests making the hotel a religious sanctuary for real to nullify the conservatorships. The Reverend isn't so sure he can be the leader anymore. Shanice asks what happened when he saw Mildred with Greene. He explains that when he pulled Mildred away from the window, her powers were gone. He worries that his power might be the ability to negate the powers of others.

Jharrel and Keisha go out for drinks, lamenting his job loss. Keisha keeps insisting that she and Jessica are no longer an item. Jharrel asks Keisha to keep an eye on Manny's clock. Keisha suggests that if Manny was out there, he would be more direct. She reluctantly agrees to "watch the clock."

Shanice and Andre go for a walk in the park. Shanice shares the Rev's secret with Andre. Andre is fascinated by the potential power. Shanice tells Andre to give the Rev some time before he tries to get more information. Andre mentions Soraya's aid to the cause. 

Steve, the security guard, rollerblades nearby. He spies Andre and Shanice, who start to leave. A passerby bumps into Steve, knocking him over and injuring his knee. Despite Shanice's protests, Andre goes over to Steve and heals his knee. A woman oversees and starts to make a phone call.

Shanice gives Andre grief for helping Steve. Andre continues to feel ill. Shanice worries that their powers have only caused pain. Andre argues that he can heal and that her power has helped him. Andre spies a rat and has an idea -- he touches it, transferring the sickness of his healing power to the animal. 

Jharrel and Keisha finally leave the bar, only to be greeted by Soraya. Jharrel notices a new clock drawing on the wall, with a new number, an 'IX' after the 'VI.' Jharrel says that Manny must know he got fired. Soraya asks why Manny doesn't just reveal himself. Soraya suggests it might be a cipher, and Jharrel just needs to figure out the key. Jharrel recalls that he and Manny would always leave pictures of clocks in books they read, and he runs off to look for something on page 1269. 

Soraya asks Keisha to stay for another drink. Keisha declines, saying she has a busy day tomorrow. 

At the hotel, Andre runs into Steve. Steve tells Andre to stay away -- the person who saw Andre heal him put his picture online, and now his family is being harassed. Andre mentions LaDonna, which irks Steve.

Shanice wants to leave the hotel to mail something. Agent Tanner insists that it's not detainment -- it's for public safety. Tanner offers to mail it for her. The Reverend tells Tanner that they are filing papers to make this place a sanctuary. Tanner counters that they will need refugee status to do that, which requires them to go through her office. Shanice explains that they have filed a comprehensive motion for refugee status. Tanner tells them it's pointless and walks away.

Keisha confronts Tanner about Jharrel's termination. Tanner admits that she misses being with Keisha. Keisha is appalled that she can think of her own feelings while these people are being detained. Agent Tanner insists that the 4400 are dangerous, and she is doing the right thing, making the public feel safe. Keisha urges Tanner to allow the sanctuary motion to pass. Tanner is surprised at Keisha's stance, given the way her sister died. Keisha quits. 

Soraya brings the compiler back to Andre and gets to work on the files. Andre asks Soraya about the tipline. She tells him it's a way to weaponize the public. Andre is concerned about Steve. Soraya brings up the anti-Asian hate during COVID, which was probably difficult for Steve and his family. 

The computer beeps. The code has isolated a specific property in the 4400's blood -- ZMT. Andre doesn't know what this means. Soraya asks Andre if he trusts her to look into this for the 4400. Andre agrees.

Shanice finds the Reverend in the courtyard. He worries that he has nothing to offer. Shanice asks him to take away her power -- she feels burdened by it. He insists that the powers are gifts from God. She tells him that his power gives them a choice. The Rev offers his hands to Shanice. She takes them and begins to see his memories, then it all goes black. Her power is gone.

The next day, Shanice informs the Rev that she mailed the papers. She suggests that they might be able to get the government to sign off on any 4400 who chose to get rid of their powers.

Shanice and the Rev arrive in the lobby, only to find that the government agents are packing up and leaving. Andre greets them joyfully. Agent Tanner approaches, letting them know that they have temporarily won, and she will be contesting it, but the hotel is theirs for now. 

Steve meets the other security guards at the bar, who have all lost their jobs. Ken lets them know there is more work for them, rounding up folks based on hotline tips. Ken reassures Steve that he's got his back. 

That night, in the park, Soraya meets with Agent Tanner and hands over the drive with the stolen Ypsi Med files. Soraya asks about ZMT, but Agent Tanner doesn't explain. She thanks Soraya for her service and leaves. 

Jharrel and Keisha go over to Claudette's empty apartment to go through Manny's books. When Jharrel mentions time travel, it hits him. He finds the copy of "A Wrinkle In Time." A new clock is drawn on the cover, with the sequence continuing with an 'XVI.' Keisha asks what the book is about. Jharrel explains that it is about family, believing in things you can't see, and time travel. They are interrupted by a knock at the door.

Agent Tanner visits Bill Greene in the hospital. She asks him why they granted the 4400 sanctuary. He replies that they are now essentially trapped. Tanner tells Greene that they now have cover to make their arrest. Greene tells her to make sure he tells them what they want to know.

Jharrel opens the door to find two police officers. They arrest Jharrel for theft of government property. As they lead him away, he calls to Keisha to get him out of it, that he is being set up.
