Law & Order: SVU Season 17 Episode 5 takes on a heavy social issue when an unarmed black man is shot during a foot chase. The story begins when a couple and their 12 year old daughter are attacked in their home by a serial rapist who ties up the husband and makes him watch the rape of his wife and daughter. The daughter is then kidnapped and hidden in a laundry machine.

In the course of the investigation, Benson and Fin learn that the suspect was black and wore a team jersey. They also get a sketch of the suspect. Soon, a call comes in that the suspect used a stolen ATM card at a local convenience store. The clerk thought the suspect would shoot him because he couldn't get more than $200 from the ATM.

The cops find a man, Terrence Reynolds, who matches the description and a high speed chase ensues. As Benson and Sonny are pulling up, shots are fired. The cops who fired them say the man was reaching for a gun. Neighbors are angry about the shooting, especially after no gun is turned up. To make matters worse, Benson gets the rape kit results on her victim and Terrence is not a match.

The IAB is disturbed that the cops all say the same thing and turns off the video. Meanwhile, the pressure is on Barba, with the parents and community wanting the cops indicted and City Hall wanting them exonerated. When Terrence's parents arrive, the deputy commissioner changes his tune about seeking indictments.

Meanwhile, Rollins has a brief meeting with the father of her baby.
