Law & Order: SVU Season 23 Episode 2 continues the quest for justice in the case of a powerful sexual predator.

Howard continues to deny involvement in any of the violent goings-on while SVU searches for Jemma. While raiding a house where she may be hiding, Kat is shot and almost dies in the ambulance. Later, she questions whether SVU is the right place for her.

Meanwhile, Jemma climbs onto a roof and doesn't want to get down. Joe tells her a story about being beaten by his dad to get her to trust him. She lets him help her. Later he tells Rollins the story was made up.

The cops struggle to get enough evidence to convict Howard, especially when Jemma's father refuses to let her testify and insist nothing happened. Joe gets the mother to talk and she has proof that Jemma was raped and became pregnant at the age of 15.

Howard denies knowing anything about Jemma's pregnancy and claims his lawyer is to blame for all of this. He talks and Gold is arrested, and offers details on lots of high profile people involved in sex scandals.

However, the AG declines to take this any further and SVU has to be happy with Howard pleading guilty.

Kat decides to quit SVU and so does Garland. McGrath doesn't want SVU investigating certain rapes and tells Benson she will be reporting to him until a new Deputy Chief is found.
