It is June of 1973. Eighteen states have ratified the Equal Rights Amendment.

Phyllis and her friends make plans to launch their anti-ERA campaign nationwide in St. Louis.

They argue over the name of their campaign, until they decide on Stop ERA. 

Shirley Chisholm gives a speech at her campaign event. Bella Abzug assumes Shirley is going to end her campaign since she wants Democratic Party unity. Shirley does not drop out.

Shirley arrives at the Democratic National Convention in Miami. She is upset because the Black Caucus wants to endorse George McGovern.  

In St. Louis, at the Stop ERA launch, Mary Francis, an organizer from Louisiana, is invited to speak in front of the crowd. She uses racist and homophobic language. 

In Miami, Shirley talks with Gloria Steinem, Betty Friedan, and Bella Abzug about ensuring McGovern does not win the first ballot. Bella disagrees, and they argue.

Bella admits she thinks McGovern is their best chance to advance the women's liberation movement. Shirley leaves, evidently upset.

In her hotel room, Shirley expresses her frustrations with both the Women's Caucus and the Black Caucus to her husband. Shirley believes their hotel room is compromised. 

Later that day, in St. Louis, Alice and Phyllis discuss Mary's inappropriate language. Alice wants to kick Mary out, but Phyllis wants to give her another chance. 

In Miami, Shirley gives a speech about why she is not backing out of the race. 

At a luncheon the following day, Alice talks to Mary about her offensive speech, but Mary feels insulted. She tries to leave, but Phyllis stops her and makes her the head of the Louisiana chapter to convince her to stay. 

That night, Gloria and Bella go to McGovern's hotel suite. One of McGovern's campaign members makes a deal with Gloria to ensure his nomination. 

Bella and Gloria run into Betty in the elevator. Betty argues with them for going to McGovern's suite.

The next day, Shirley watches the Black Caucus officially endorse McGovern on television. The other candidates for the presidential nomination resigned. Shirley agrees to release her delegates.

On the DNC floor, Gloria successfully gets people to vote in favor of making abortion rights part of the party's platform. The committee member she made a deal with notices, and he sends out DNC people to reclaim their seats and vote against abortion rights. 

Gloria realized McGovern lied, and she angrily leaves the floor. Then, she goes to visit Shirley and tries to convince her to push for McGovern's running mate, but Shirley refuses.

George McGovern wins the nomination. All the candidates hold hands in unity. The crowd cheers for Shirley. 

After Phyllis arrives home from St. Louis, she listens to the radio about a potential Soviet Union attack on the St. Louis military base.
