A couple girls attending a Halloween theme party are shocked and terrified to discover a man suffering from an actual, real-life stab wound to the gut. NCIS heads to the scene and discovers their victim, who survived the attack, was a Marine married to a Navy sailor... who he vigorously insists was kidnapped. The team must fight through power outages, violent weather, and communication blackouts to investigate the case, which leads them back to the sailor's ship, where she served as an officer in charge of the ship's payroll. The woman's mother reveals that she is the heiress to a vast fortune and insists that she will pay any ransom demand the kidnappers request. One problem: no ransom has been demanded. Meanwhile, Gibbs handles an unexpected houseguest in the form of Jacqueline Sloane (Maria Bello), whose car broke down in the middle of the storm, and Bishop is alarmed to discover that the executive officer of the kidnapping victim's ship is a man who used to bully her in high school.
