It teases a wedding between Fitz and Olivia. Yes, a wedding. Despite the fact that Fitz is coming off a messy divorce and despite the fact that the public only just learned about Olivia.

Why does the new Chief of Staff come up with this plan?

To better sell Olivia and Fitz as soulmates, of course, to drive home the point that the President of the United States was not having some tawdry affair.

He was, and he remains, very much in love.

Will Fitz and Olivia actually go through with this shotgun wedding? Should they? It very well may solve all of their problems, don't you think?
