Gossip Girl star Blake Lively wore a bold blue dress at the unveiling of the new third floor at the Saks Fifth Avenue department store Wednesday night.

The 22-year-old actress then joined BF Penn Badgley at the launch of designer Anna Sui’s Gossip Girl inspired collection at the Target pop-up store.
