I think that Noah Bennet is actually "rebel." If you think about it, who else would know that "Aquaman" was about to be picked up in the last epsisode? I believe that Noah knows he is being watched, and so he carries on trying to convince Claire to stay out of the fight, but secretly he gives her a heads up prior to his missions to keep the heroes safe. I guess we will see next epsiode when the heroes that abducted Noah interrogate him - my bet is that he is actually an ally in the fight and, from here on out, will be known as "rebel."

At the very least its Micha. he can get into the military computers and read what they are up to. Who they are going after and when. He can then contact anyone via text message. He can avoid capture by talking to the computers and seeing what they are up to, and give others the same warning.
Noah? No. They were both at the dinner table when Claire got a text from Rebel, and Noah was right there eating with her.

I agree with Sean. I think Noah has the ability to text Claire anonymously via training and experience.
Whenever he finds out that he is to capture someone, he'll give Claire the head's up anonymously since she is so determined. He loves Claire and if he has control of the situation he can make sure she doesn't get caught by sabotaging the mission.
Micah is a great choice except for one factor, I think he's too young too start this big revolution, and why would he? Even if he had the drive, the texts sounded more mature than he is. Unless he is working with someone.
Angela seems too ovious.
We have to use SOME logic here, lol. Who has access to primatech's files, and has the ability to anonymously contact Claire.
The only ones I can think of are Noah, Micah, Nathan, and Hiro(powers or not) While Nathan is extremely unlikely I think it would be a future Hiro. Maybe he does get his powers back but realizes physical intervention from the future throws too much of awildcard into the timeline so uses a more subtle method.
More thoughts...

I'm still voting for a secret "new company" ... headed by Angela. And I think that webisode chick has something to do with it. After all last we saw of her she was with Angela and had given her the last vial of the formula...

To me this means that Tracy knows Rebel which means that there is a chance that rebel is micah. woooooooooo

If rebel is Mikah there is a HUGE mistake in the writing.
The girl Hiro saved in inda says "Now I know why your names are so familiar - a fax came in addressed to Hiro and Ando."
The fax got to the coffee shop in india BEFORE she met Ando.
Rebel has to be someone who knows;
1) Where Ando and Hiro were going and why.
2) The identity of the person they were going to meet (the people who were near Parkman when he painted the picture would know hiro and ando were going to india but wouldn't know who the woman was or that she owned a coffee shop).
3) Has the ability to track the governments moves and know that they were going after 'Aquaboy'
This means it cannot be ANYONE we know - Angela is the 'best' person but I don't think her dreams are specific enough to giver her a fax number for the coffee shop.
Micah isn't a precog - even with Molly's help - molly only knows locating she wouldn't know the identity of the woman or know that they are going to be in a specific coffee shop days before they get there.
I was certain it was Hana before I realised that the person would have to be a precog (or a time traveler I suppose, but I think a precog is more likely).
If it wasn't for the fax to india - I'd hands down say that Rebel is Micah or Hana. However, if it turns out to be someone we already know I'll have to chalk up this series to really bad writers with huge plot holes. (I was glad when they finished the 'last' of isaac's novels because I had hoped for more original plot hooks than picture-precog, but then they gave the power to someone else. *sigh*)

Additional things about Rebel;
4) Has to have the ability to display messages on a TV screen. (Per iphone chapter 3, which I just read)
Which means it's more and more likely to be Micah. That still dosn't explain how the fax got to india before Hiro and Ando even met the woman.
