Law & Order: SVU Season 23 Episode 15 revolves around the question of whether rape can be considered a hate crime.

Shortly after Rollins has dinner with Carisi's mother for the first time, Carisi's niece calls. She's an RA and a woman in her dorm has been raped. Annabelle is a freshman who went to a dinner at the Bishop's Club, an elite fraternity-like club on campus. She was drunk and was looking for her purse. A boy named Austin raped her while two guys held her down.

The cops' investigation quickly yields names, but the boys are less than cooperative with the cops and their parents show up at the station and demand they get lawyers. Fin and Rollins also discover that Detective Goldstein of Hate Crimes is an alum of the Bishop's Club and he agrees to go in to try to get something on the boys. The boys think he's a legend and brag to him about what they do to women, singing a song about taking away their right to consent.

Every member of the club is arrested. Both McGrath and the new President of Hudson University are pissed. The boys' lawyer claim that it was all consensual, this is a war on young men, etc. Meanwhile, Mia, Annabelle, and some other girls are attacked during a peaceful protest against the club. Goldstein wants them charged with hate crimes against women.

The defense attorney tries to get this dismissed but loses. One of the boys comes forward. He doesn't want to be charged with a hate crime and will testify against his frat brothers.
