Law & Order: SVU Season 24 Episode 1 picks up the story with Benson and Fin questioning a trafficked girl. The girl initially doesn't want to cooperate but eventually Benson gets through to her. She tells the cops what she knows and IDs Serenko as the man who was after Ava.

The cops raid Serenko's house, but he's in the wind. However, they find a bomb. They call the Joint Terrorism Task Force, whose leader is less than helpful and constantly wants to call the Mayor before doing anything. They are forced to rely on Vince, Stabler's CI, to try to get info from Serenko, but Serenko figures out what's up and kills him, breaking Stabler's heart.

Now Stabler shares Cosgrove's thirst for justice. He interrogates a henchman who says nothing and wants to waste time. Benson says they don't have time for this. Stabler nearly comes to blows with the JTTF guy who accuses him of doing nothing but killing a CI with this mission.

JTTF doesn't want to shut the city down without running things by the Mayor but the cops insist. Eventually, they find out that Serenko is planning to bomb a NATO conference that is going on now. The building is evacuated but Serenko disappears. A chase leads to a hostage situation.
