Madam Secretary Season 5 Episode 7 revolves around two international crises.

In Laos, a woman who is carrying a baby for the vice-president's daughter is arrested for commercial surrogacy, sparking the Vice President to ask Elizabeth for her help. But when Elizabeth wants to form an international coalition to protect the rights of all surrogate mothers worldwide, Theresa pulls a dirty trick to stop it from happening.

Meanwhile, Blake is in charge of setting up a dedication ceremony for a Japanese peace garden in honor of overcoming the past pain Japan and the US inflicted on each other during World War Two. Everything is going smoothly until the director of Parks and Recreation says that there is no money in the budget for the garden Japan has planned and the Japanese liaison says that if there is any change in plans he is cancelling the ceremony. Blake has to think fast to come up with the money -- will his unorthodox idea work?

And on the homefront, Henry is spooked when he learns that Talya Petrov has been following Stevie. He quickly finds out that Dmitri asked his sister to find out if Stevie was all right following the bombing at the White House.
